There are many perfectly legitimate ways to ascend to positions of economic authority: innovation, creativity, intelligence, responsibility and prudence - to name a few.

Those who get to build the economic structures have that opportunity because of their contribution to the economy. And because they are interested in adding value to the market - not cheating it - they will self-regulate.

Not that government shouldn't keep a watchful eye just in case - because once government stops minding the store, there are perfectly corrupt ways to ascend to positions of economic authority, too.
